1. In attempting to arrive at conclusions as to the mture of uniden
tified .flying object incidents in the United States, this Command ha.a me.de
a study of approximately 180 such incidents . Data derived from initial re
ports have been supplemented by .further information obtained from check
lists submitted by mail, from interrogations of other field agencies, and
by personal investigation by personnel of this Command in the case of in
cidents that seem to indicate the possibility of obtaining particularly
significant information.
2. The objects described fall into the following general classifica
tion groups, according to shape or physical configuration,
a. Flat disc of circular or approximately o:l.rcular shape .
b. Torpedo or cigar shaped aircraft, with no wings or fins visible
in flight.
c. Spherical or balloon shaped objects.
d. Balls of light with no apparent form attached.
3. Some of the objects sighted have definitely been identified, upon
further investigation, as weather or upper air scientific balloons of some
type . A. great many of the round or balloon shaped objects indicated in
paragraph 2c above are probably of the same nature, although in most cases,
definite confirmation of that fact has been impossible to obtain.
4 . Some of the objects have been identified as beiilg astro - physical
in nature . For example , in daylight sightings, the planet Venus has been
reported as a round, silvery object at extremely high altitude . Action is
being taken to obtain the services of a prominent astro-physicist as a oon•
sultant, to study all of the incidents to determine l'lhether some can be
identified as meteors, planets or other manifestations of astral bodies .
s. Arrangements for accomplishing a study of the psychological problans
involved in this project are being made in coordination with the Aero-Medical
Laboratory at this Headquarters . The possibility that some of the sightings
are halluoir:a tions, optical illusions or even deliberate hoaxes has been con-

s. Although explanation of many of the incidents can be obtained from
the investigations described abOV'e, there remains a certain number of re
ports for which no reasonable everyday explanation is available. So far,
no physical evidence of 'the existence of the unidentified sightings has
been obtained. Prominent scientists, including Dr. Irving Langmuir of the
General Electric· Company, have been interviewed to determine whether they
could advance any reasonable explanation for characteristics exhibited by
the objects sighted. In an early interview, Dr. Langmuir indicated that
these incidents could be expl&ined, but insufficient data were available
at that time on which to base definite conclusions. It is planned to have
another interview with Dr. Langmuir in the near future to review all the
data now available, and it is hoped that he will be able to present some
opinion as to the nature of many of the unidentified objects, particularly
those described as "balls of light."
7 • All information that has been made available to this Headquarters
indicates that the discs, the cigar shaped objects, and the "balls of light"
are not of domestic origin. Engineering investigation indicates that disc
or wingless aircraft could support themselves in fli1?11t by aerodynamic means.
It is probable that the problems of stability and control could also be
solved for such aircraft. However, according to current aerodynamic theory
in this country, aircraft with such configurations would hl.ve relatively
poor climb, altitude and range characteristics with power plants now in
use.
a. The possibility that the reported objects are vehicles from another
planet has not been ignored. However, tangible evidence to support con
clusions about such a possibility are completely lacking. The occurrence
of inoidents ill relation to the approach to the earth of the planets Mercury,
Venus and Mars have been plotted. A periodic variation in the frequency of
incidents, which appears to have some relation to 'the planet approach curves,
is noted, but it may be purely a coincidence•
9. Reference is made to "The Books of Charles Fort" with an introduc
tion. by Tiffany Thayer, published 1941, by Henry Holt & Co., New York, N. Y.
It appears that simular phenomena have been noted and reported for the past
century or more.
10. In view of the above, the following conclusions are drawn,
a. In the majority of cases reported, observers have actually
sighted son-, type of flying object which they cannot classify as en air
craft within the limits of their personal experience.

b. There is as yet no conclusive proof that unidentified flying
objects, other than those which are known to be balloons, are real aircraft.
c. Although it is obvious that some types of flying objects have
been sighted, the exact nature of those objects cannot be established witil
physical evidence, such as that which would result from a crash, has been
obtained.
11. It is not considered advisable to present to the press information
on those objects which we cannot yet identify or about which we camiot pre
sent any reasonable conclusions. In the event that they insist on som,
kind ot a statement, it is suggested that they be informed that m.a:cy ot
the objects sighted have been identified as weather balloons or astral
bodies, and that investigation is being pursued to determine reasonable
explanations tor the others .
12 . A report, summarizing the results obtained from analysis of the
data and a technical investigation of the engineering aspects of -the objects
described, is nearly complete, and a copy will be forwarded to your Head
quarters in the near future .

Information" check list, copies of wLich are inclosed. This·li13t may

Dear Sir:
On the Fourth of July (July 4, 1948) ~ wile and I were sitting
on a bench on our lal'fll and we were watching the stars, planes, etc . ,
At 11:15 P.M. D.S.T. we saw something very strange .
We thought we saw a star ]JlOving. Ther e was a slight in the sky'
the same colo:r and size of a star and it was moving . We decided it was
a plane but ut made no noise. We soon changed our minds because this
"thing" moved across the sky' then s t opped £or about 8 seconds then
changed its course a bit and 1rent straight and stopped again for about
5 seconds, changed its course a bit and went straight for awhile and
stopped again this time for at least 15 seconds then it went across the
sky a little ways and disappeared completely. When this "thing" stopped
in the sky , if you didn' t know where it was at, you could not tell it
.from a star as the resemblqnce was identical to a s t ar.
After reading in the paper on July 8, 1948, about two women seeing
"Flying Saucers" in the day light J uly 8, I believe I saw a "Flying
Saucer" or something 1n the night J uly 4, because I lmow it was no star
or an airplane because neither can travel and stop in the air like this
"thing" did. I live about 2½ miles from these women who have s een the
"disc" in the daylight .
Has the War Department any comments 011,,these s t range " discs?" They
are now reported in the heart of the steel industry. "PI'ITSBURGH DISTRICT".

The undersigned officer was participating ·as pilot on a local
flight on Fridq, 30 April 1948, in NaV7 aircraft, SNJ Buno 90731. At
approximlte~ 1015 local time, at an altitude of about 5500 feet, on a
magnetic Leading of about 180 degrees, j at south of Anacostia Naval
Air Station, an object was sighted ahead to the left and about 1000
feet below a-; a distance of about l mile. The object resembled a
7ellow sphere estimated at 25-40 teet in diameter. The flight path of the
object was in approximatel,- a South to North direc'ti,on (despite upper
wind from North Northwest) and apparently followed a constant altitude.
Pilot did not p rsue object f't:rther because it was entering the
prohibited fi,-1.ng area, U.S. Capitol, White House Area.
'!be object appeared to pilot to be a yellow (or bright colored)
balloon and attracted attention principally because of its flight path.
No external fittings or attachments were observed on the object. The
speed of the object was estimated to about 100 KPH.

wrote direct to ~r. Symington, under 'date of 23 April, concerning flying
discs.
FACT5 AND DISCUSSION
2. This woman is an old friend. She ha s been writing to just about
everybody in the Government concerning the strange lights she has s een
over the Jersey Coast. her Senator, President Truman, The F. B. I . , AkC,
and various radio conmentators have been the objects of her attention
for some time.
3. Her correspondence with ;J..C finally reached such a crescendo
that an officer was sent down to Wildwood especially to interview her.
After talking with her, it was decided to pursue the matter no f a rther.
To play safe, however, the officer made arrangements with the Coast
Guard Headquarters in Washington, in coordination with this Directorate,
to report any unusual aerial phenomena to M.1~. As far a~ is known,
nothing has come in frcm this official source':

2. Collection Memo/#?, outlines our intelligence requirements. in the
field of unconventional a c, as they pertain to overseas agencies.
3. Of particular interest in this Memo is the desire to contact the
Horton Br os, designers of a flying disc type a/c .
4. Scientific Branch, ID, advises that EUCOM has ma.de contact with
the Horton BJCB. , and this Office has therefore asked ID to instruct the
G-2 of EUCOM to arrange an interrogation of the Hortons, using Collection
Memo #7, as the basis for the interrogation.
5. Col. McCoy. has been advised of this contact and proposed inter ro
gation. He feels that further possible exploitation of the Hortons should
await the results of this first interrogation.
